项目背景
Background
陆慕老街地处苏州元和塘文化产业园区,位于苏州文化产业黄金三角区的核心位置,该区域正在创建国家级产业示范区。本次设计的目标范围由陆慕老街区域17公顷的城市遗存地块组成,考虑到目前江浙老街的形态过于均质化,本次竞赛需要在城市更新的思维下,进行全新的形态设计,探索老街新生的创新模式。陆慕老街浸润千年文脉滋养,孕育了御窑金砖、缂丝技艺两大国家级非物质文化遗产,走出了“兵圣”孙武、“商圣”范蠡、“明四家”文徵明等贤士,该区域的全新设计需要采用与时共进的建筑空间形式,突破传统文化的限制。此外,园区已领衔打造天虹文教科技研发社区、活力健康研发社区、蠡口智慧家居社区、元和塘科技文化创意社区等一批产业载体,进一步推动区域产城融合战略。
Located in Yuanhetang Cultural Industrial Park, Suzhou, Lumu Old Street is the source for inheriting and developing “Thousand-year-old Yuanhetang”, the cultural landmark of the brand innovation “Jiangnan Culture”, the strategic hub for coordination and opening-up of the “Great Hongqiao” cultural industry and the region where the powerhouse for the development of digital culture industry in “Yangtze River Delta” is located. The target landform designed for this time is urban heritage plots with an area of 26 hectares in Lumu Old Street. The renewal design is not only an exploration of practice modes of remolding old streets in regions south of the Yangtze River, but also a concrete example of the industry-city integration strategy of making innovative breakthrough in local cultural inheritance and realizing synchronous upgrading of industry, culture and consumption.

竞赛目的

本次竞赛旨在以“老街新生”为整体设定,将商业、产业、消费、文化等丰富要素,在都市风貌层面进行明确的设计和引导,获得高品质的空间规划、建筑形态、景观场景、以及开发价值的预判。
This competition aims to definitely design and guide the rich elements such as commerce, industry, consumption, culture, etc. In the aspect of townscape with the overall setting of “Revitalized Old Street”, so as to obtain high-quality spatial planning, architectural form, landscape scene and prejudgment of development value.
陆慕老街距离苏州站仅5公里车程,距离苏州北站枢纽约8公里车程,是新一轮城市发展重点进行更新升级的商业区域。在21世纪的相城区,这片以历史老街为索引的城市更新,将以前所未有的创新形态加以呈现,激发和引导相城区最具创新活力的城市片区。陆慕老街的未来将充分兼顾产业更新、商业消费、智慧社区三大支撑,实现历史活力的当代再生。
Only five kilometers away from Suzhou Railway Station, Lumu Old Street is a commercial district with the focus on updating and upgrading in the new round of urban development. In Xiangcheng District of the 21st century, this urban renewal indexed with historical old streets will be presented in an unprecedented innovation form, stimulating and guiding the most innovative and dynamic urban areas in Xiangcheng District. Lumu Old Street drives consumption with commerce, activates community with consumption, and leads industry with community in order to realize the contemporary rebirth of historical vitality.
陆慕老街的重塑,不仅寄托着苏州相城人民的文化乡愁,也承载着弥补周边区域功能缺失、激活土地价值、塑造城市品牌的重要使命。在周边居住业态相对成熟的前提下,老街及水岸公共区域的功能业态确定,本次设计需综合考虑客群需求以及与苏州其他老街的差异性,从人的需求、服务品质、业态构成、体验模式等角度,激发适应新时代发展环境的街区生命力。
The remodeling of Lumu Old Street not only expresses the cultural nostalgia of the people in Xiangcheng, Suzhou, but also carries an important mission of making up for the lack of functions in surrounding areas, activating the land value and shaping the city brand. On the premise that the surrounding residential formats are relatively mature, the function formats of old streets and waterfront public areas are determined. This design needs to comprehensively consider the needs of customers and the differences with other old streets in Suzhou, and stimulate the vitality of blocks adapting to the development environment of the new era from the perspectives of people’s needs, service quality, format composition and experience mode.
项目将采用国际竞赛的方式,定向邀请多家具备高超的空间形态创作力、对商业和产业规划经验丰富的明星设计机构,将陆慕老街打造为苏州乃至江南独一无二的“街区地标”。
Adopting an international competition, the project will invite a number of famous design firms with superb creativity of spatial form and rich experience in commercial and industrial planning to build Lumu Old Street into a unique “block landmark” in Suzhou and even in regions south of the Yangtze River.

3.1
概念规划设计层面:
Conceptual Planning and Design:
在规划格局上,做到创新式的解读苏州历史,传承千年江南文化,在此基础上整合空间资源,融合当代生活。在局部适当保护和保留历史景点和文化建筑的同时,积极突破原有的小体量的空间尺度,形成具有新时代气息的空间格局。在规划层面,设计需加强地块交通流线研究,可考虑红线外地块的地下空间开发。
In terms of patterns, it can innovatively interpret the history of Suzhou, inherit time-honored Jiangnan culture, integrate space resources on this basis and mix contemporary life together. While locally and properly protecting and reserving historical scenic spots and cultural buildings, it positively breaks through the original spatial scale with a small volume and forms a spatial pattern with the spirit of new era. In terms of planning, it is necessary to underline the research on the traffic flow line of the block in the design, and the development of underground space in the plot outside the red line can be considered.
在业态策划上,根据用地性质、功能布局、容积率、建筑层数、建筑密度、建筑高度、绿地率等指标,并对公共服务设施配套、出入口方位、建筑退让、建筑风格及色彩、建筑形式、室外地坪标高,室外场地铺装等提出城市设计控制导则。对区域的重点项目单元进行业态策划,提取核心价值与发展路径,并落实到相应城市空间中,作为今后开发、项目选择及招商的前期依据。
In the planning of business type, according to the nature of land use, functional layout, plot ratio, building storey, building density, building height, ratio of green space and other indexes, the urban design control guidelines are put forward for supporting public service facilities, orientation of entrance and exit, building concession, architectural style and color, architectural form, outdoor terrace elevation, outdoor site pavement, etc. It is necessary to carry out business planning for key project units in the region, extract core values and development paths and implement them into the corresponding urban space, as the preliminary basis for future development, project selection and investment attraction.
在开发分期上,初步拟定阳澄湖中路北侧为一期,南侧为二期。
In terms of development stages, the north side of Middle Yangchenghu Road is tentatively proposed as Phase I and the south side as Phase II.

建筑形态设计层面:
Architectural Form Design:
拟保留或提升若干节点建筑,包括白衣庵、河泾寺、古桥及老窑(皆为现存建筑)。这些建筑需考虑到历史形态与当代传承的风貌保护问题,提出相应的活化策略。
It is planned to retain or promote several node buildings, including Baiyi Nunnery, Hejing Temple, ancient bridge and old kiln (all are existing buildings). For these buildings, it is necessary to consider the protection of style and features in historical form and contemporary inheritance.
对于绝大部分新建的商业和产业建筑,需要提出明确的、具象的、富有时代气息的建筑风貌设计。确定基地建筑肌理、高度、体量、色彩、密度、风格等要素的形态分区及空间组合关系,提出具体的建筑形态设计概念。
For most newly built commercial and industrial buildings, it is necessary to put forward clear and concrete architectural style design full of the spirit of the times. It is necessary to determine the morphological zoning and spatial array of the elements such as texture, height, volume, color, density and style of the foundation building, and put forward specific architectural morphological design concepts.
对新开河、陆慕老街等重点空间特征点,提出相应的设计构想、表述、形态设计导则等。其中,新开河区域应妥善处理滨河开敞空间的形态,并合理融入现代艺术元素,创造出特色鲜明的建筑形态格局。陆慕老街区域应深入挖掘其文化资源,创造宜人空间尺度,打造鲜明城市和建筑辨识度。
It is necessary to put forward the corresponding design ideas, statements, form design guidelines and so on for feature points of key spaces such as Xinkaihe and Lumu Old Street. Among, the form of an open wide space on the riverside should be properly dealt with in Xinkaihe Region and modern art elements should be reasonably infused to create architectural form patterns with distinctive features. In Lumu Old Street Region, it is necessary to deeply dig cultural resources, create a pleasant spatial scale and build a bright differentiation degree of cities and buildings.

景观场景设计层面:
Landscape Scene Design:
重点研究的景观设计范畴包括:滨水岸线的景观设计、街区消费场景的景观设计、室外重要公共活动节点的景观设计,并应分考虑河流、桥梁及建筑的融合度。
The key research categories of landscape design include: waterfront landscape design, landscape design of street consumption scene and outdoor important public activity nodes. The integration of rivers, bridges and buildings should also be considered respectively.
设计可适当对空间节点的城市公共艺术装置提出设想和引导。
In the design, ideas and guidance can be properly put forward for urban public art installation of space joints.

入围预选阶段提交:
Submitted in the pre-qualification stage:
定向邀请的设计机构需提交参赛工作建议书(PDF格式,不超过10页,文件大小不超过40M),内容包含简要的公司整体实力和特色介绍、以往类似项目的简要业绩、以及表达对本项目理解和构思意向(具体表达形式不限)。
The design firms at the fixed invitation are required to submit a work proposal for participating in the competition (PDF format, not more than 10 pages, with file size not more than 40M), which includes a brief introduction to the overall strength and characteristics of the company, a brief performance of similar projects in the past, and an expression of understanding and conception intent of this project (the specific expression form is not limited).
对于不在定向邀请之列的公司,如果的确对自身的设计能力和品牌声誉有充分自信,亦欢迎提报参赛工作建议书。组委会会优先考虑定向邀请的设计单位,适当兼顾自由报名的设计单位。
For companies not included in the list of fixed invitation, if they are fully confident in their own design capability and brand reputation, they will be also welcome to submit a work proposal for participating in the competition. The organizing committee will give priority to design units in the list of fixed invitation and properly consider design units to sign up freely.
报名单位可自行现场调研或联系竞赛组织方统一陪同调研。
Registered units can conduct field research on their own or contact the organizers of the competition to accompany the research uniformly.

资格预审和参赛遴选
Pre-qualification and selection
主办方会对邮件报名及线下邀请报名的设计机构进行资格预审,遴选出6家入围机构正式参赛。遴选评审将在报名结束后的3个工作日内完成。
The sponsor will pre-qualify the design firms registered by mail and invited offline, and select 6 (or more) finalists to formally participate in the competition. Selection and evaluation will be completed within 3 working days after registration.
本次竞赛不收取参赛保证金,但会和入围机构签署参赛协议。
No deposit will be charged, but an entry agreement will be signed with the finalists.
正式方案阶段暨入围后的方案提交及竞赛评审阶段
Formal scheme, scheme submission after shortlisted and competition evaluation
主办方组织入围的6组参赛单位进行现场踏勘和答疑,6家入围单位按照《技术任务书》要求提交成果文件,最终将从中评出一等奖、二等奖、优秀奖。
The sponsor will organize six groups of finalists to conduct on-site survey and answer questions. Six groups of finalists shall submit deliverables according to the Technical Assignment, from which the first prize, the second prize and the excellence awards will be finally awarded.

参赛者要求
Requirements
公开报名阶段,境内外具有相关设计经验的参赛单位(独立法人、联合体)均可报名参加。允许联合体报名,联合体成员不得超过3家,联合体各方不得再单独以自己名义,或者与另外的设计机构组成联合体参加本次竞赛。
In the public registration stage, participants at home and abroad (independent legal entity and/or consortium) with relevant design experience may sign up. The consortium is allowed to sign up, with no more than 3 members, and all parties of the consortium are forbidden to participate in this competition in their own name or with other design firms.
评审汇报要求
Presentation
竞赛终期评审当天,设计机构的首席建筑师、设计师须亲临现场进行方案提报。提报的时间为当日上午10:00 –下午16:00,每家单位有 20分钟的发言时间和10分钟的评委提问研讨时间。
On the day of the final review for the competition, the chief architect and designer of the design firm shall be present at the site to submit the proposal. The time for submission is from 10:00 a.m. to 16:00 p.m. and each unit will have 20 minutes for making speech and 10 minutes for questioning by and discussing with judges.

原则上,获得评审前两名的设计机构,将进入实施环节的修改阶段的比选。最终获得实施认定的设计机构,将签署进一步的设计合约。
One first prize, with a bonus of RMB 2 million
(tax-inclusive, including costs for 1 round of necessary modification)
One second prize, with a bonus of RMB 1.2 million
(tax-inclusive, including costs for 1 round of necessary modification)
Four excellence awards, with a bonus of RMB 600,000(namely compensation fee for being shortlisted)
In principle, the top three design firms will be selected in the modification stage of the implementation link. The design firm that finally obtains the implementation recognition will sign a further design contract.
