Notice of international solicitation for Wuhan New City Civic Center, Wuhan New City International Convention and Exhibition Center

为加快推进武汉新城建设，按照省市区各级工作部署和要求，率先启动武汉新城中轴线重大项目建设，现开展武汉新城市民中心项目和武汉新城国际会议会展中心方案研究工作。

武汉新城市民中心和武汉新城国际会议会展中心处于南北山水主轴与东西山水廊道交汇处。其中武汉新城市民中心选址位于未来一路以东，高新二路以南；武汉新城国际会议会展中心选址位于未来二路以西，高新二路以南。

Wuhan New City Civic Center and Wuhan New City International Convention and Exhibition Center are located at the intersection of the North-South landscape axis and the east-west landscape corridor. Wuhan New City People's Center is located in the east of the future First Road, south of Gaoxin second Road; Wuhan New Town International Convention and Exhibition Center is located to the west of Future Second Road and south of Gaoxin Second Road.

项目总投资约68亿元，其中武汉新城市民中心投资约28亿元，武汉新城国际会议会展中心投资约40亿元。

The total investment of the project is about 6.8 billion yuan, of which about 2.8 billion yuan is invested in Wuhan New City Civic Center and about 4 billion yuan is invested in Wuhan New City International Convention and Exhibition Center.

1.研究范围：北至高新二路，南至周庄路，西至未来一路，东至未来二路，四至围合的区域。对山水主轴及项目内部布局的公共建筑所形成的生态景观和城市空间景观进行整体的谋划与塑造。

本次征集采用公开报名方式，通过资格预审评选出七家高水平应征人参与下一阶段建筑方案设计。

This solicitation adopts the open registration method, and 7 high-level applicants are selected to participate in the next stage of architectural design through pre-qualification.

1.应征人如为国内企业，须具备中华人民共和国建设行政主管部门颁发的工程设计综合甲级或建筑行业（建筑工程）设计甲级资质；如为境外及港澳台地区应征人，则应当具备其注册所在国或所在地区主管机关核发的从事建筑、工程设计相应资格或能力证明文件。

1.The domestic enterprise shall have Grade A comprehensive engineering design qualification or Grade A construction industry (construction engineering) design qualification issued by the competent department of construction administration of the People's Republic of China; A design entity from overseas or Hong Kong, Macao and Taiwan shall have the relevant qualification or ability certificate issued by the competent authority of the country or region where it is registered to engage in architecture and engineering design.

2.应征人近五年应具有建筑面积十万平方米以上公共建筑工程的建筑方案编制工作业绩。

2.Candidates should have the construction plan preparation performance of public building projects with a construction area of more than 100,000 square meters in the past five years.

3.应征人拟担任本项目的设计负责人应具备有效的一级注册建筑师执业证书，或具备高级建筑工程师职称（境外应征人项目负责人具有相应执业资格），且近五年应担任过建筑面积十万平方米以上公共建筑工程的建筑方案编制负责人。

3.The person in charge of the design of this project shall have the valid certificate of a registered architect, or the title of senior architectural engineer (the person in charge of the project of an overseas design unit shall have the corresponding qualification), and he/she shall have served as the person in charge of the architectural planning of the public building project with a building area of more than 100,000 square meters in the past 5 years.

4.法定代表人为同一人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得同时参加本项目的方案征集活动。

5.本次征集活动接受联合体报名。联合体报名时须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订《联合体协议书》后，不得再以自己名义单独报名，也不得组成新的联合体或参与其他联合体的报名，否则报名无效。根据本次征集项目特点，为保证应征人对项目所在地文化和国内相关标准规范的准确理解，境外应征人须与境内应征人组成联合体参与，并以境内应征人作为联合体牵头单位。

5.This solicitation activity accepts the registration of the consortium. When applying for the consortium, the consortium agreement shall be submitted, and the principal entity of the consortium shall be specified in the agreement. After the signing of the Consortium Agreement, each member of a consortium shall not enter a consortium in its own name, form a new consortium or participate in the registration of other consortiums; otherwise, the registration shall be invalid. According to the features of this collection of projects, in order to ensure the applicant's accurate understanding of the local culture of the project and the relevant domestic standards and norms, the overseas design company shall form a consortium with the domestic design company, and the domestic design company shall take the lead in the consortium.

①首席设计师必须负责主创、参加现场踏勘及汇报评审等，中选应征人的首席设计师需按照征集人要求参加后续深化设计工作。

②设计过程中若首席设计师与征集材料所提交的信息不符或未经征集人认可擅自更换首席设计师的，则视为参加资格无效。

② During the design process, if the lead designer does not conform to the information submitted in the solicitation materials or changes the lead designer without the approval of the solicitor, the qualification will be deemed invalid.

本次征集分为三个阶段，分别为报名及资格预审阶段、建筑方案设计及评审阶段、综合评定阶段。

The solicitation is divided into three stages, namely the registration and pre-qualification stage, the architectural design and evaluation stage, and the comprehensive evaluation stage.

1.第一阶段：报名及资格预审阶段（十一天）

1.Phase 1: Registration and pre-qualification phase (11 days)

发布征集公告，公开接受国内外应征人（包括联合体）的报名。应征人提交资信文件（综合业绩、项目负责人资历、设计团队实力、概念提案等，其中概念提案不得超过2个），征集人组织资格预审会，投票评选出7家无排序的入围应征人进入下一阶段工作并发出征集文件。

Publish the announcement of solicitation, and openly accept the application of domestic and foreign candidates (including consortia). The applicant shall submit credit documents (comprehensive performance, qualifications of project leaders, strength of design team, concept proposals, etc., of which the concept proposals shall not exceed 2), and the solicitor shall organize a pre-qualification meeting to vote and select 7 unranked finalists to enter the next stage of work and issue the solicitation documents.

2.第二阶段：建筑方案设计及评审阶段（三十一天）

2. Phase 2: Architectural Proposal Design and Evaluation Phase (31 days)

①方案讲解（其中概念性方案不得超过2个）

应征人根据应征文件送达顺序依次进行方案讲解，应征人须自带笔记本电脑，结合相关PPT，对于本次方案进行讲解并接受专家质询，每个方案述标时间不超过三十分钟。

① Program explanation (no more than 2 conceptual programs)

The applicant shall explain the scheme in turn according to the order of delivery of the application documents. The applicant shall bring his own laptop, combine the relevant PPT, explain the scheme and accept the expert inquiry. The time of each scheme description shall not exceed 30 minutes.

②应征文件的详细评审

评审委员会根据方案征集文件中规定的评审办法，对方案创意、完整性及实施的可行性进行评审，以打分形式对应征人进行排名。

② Detailed review of application documents

The evaluation committee shall evaluate the originality, completeness and feasibility of implementation of the program according to the evaluation methods specified in the program solicitation documents, and rank the candidates in the form of scoring.

3.第三阶段：综合评定阶段（三天）

3.The third stage: Comprehensive assessment stage (3 days)

经上级主管部门评审后，确定最终应征人中选单位排名，并由第一名完成后续方案深化设计至报规方案深度。

The superior competent department reviews and agrees to determine the final applicant's selected unit ranking, and the first one completes the further design of the follow-up plan.

1.给予最终排名第一名应征人奖金人民币一百万元（含税），第二至三名应征人各人民币八十万元（含税）补偿，第四至五名应征人各人民币五十万元（含税）补偿，第六至七名应征人各人民币三十万元（含税）补偿。若应征人提交的方案未达到《设计任务书》和《建筑工程设计文件编制深度规定》（2016年版）中有关内容及深度要求时，将取消其补偿费。

1.Reward RMB 1 million (including tax) to the top candidate, RMB 800,000 (including tax) to the top 2-3 candidates, RMB 500,000 (including tax) to the top 4-5 candidates, and RMB 300,000 (including tax) to the top 6-7 candidates. If the scheme submitted by the applicant does not meet the relevant content and depth requirements in the Design Task and the Regulations on the Depth of Preparation of Construction Design Documents (2016 edition), the compensation fee will be cancelled.

2.最终中选的应征人须完成后续方案设计深化至报规方案深度，方案深化费用另行商议。

备注：以上费用包含应征人为完成方案设计所需的所有费用，以及需要承担根据国家及政府规定必须缴纳的各种税费。除上述费用外，应征人自行承担所有参加本次方案征集活动相关的费用，不论应征的结果如何，方案征集人和代理机构均不承担这些费用。

1.应征人对应征作品享有署名权，经征集人许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。征集人、承办单位以及项目建设单位有权在本项目的咨询中使用应征方案成果，征集人、承办单位以及项目建设单位在对本项目的方案作综合调整时，可以全部或部分使用应征方案成果，也可对其进行修改，征集人、承办单位以及项目建设单位还可对所有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征方案成果。

2.设计方案应为原创，且未以任何形式公开发表。设计方案或任何用于创作参选作品的素材均不得侵犯第三方的任何著作权、商标权、专利权及其他权利。若发生以上侵权行为，由此引发的一切纠纷或法律责任由应征人承担；给征集人造成的损失的，由应征人赔偿。

2. The design proposal shall be original and not published in any form. The design scheme or any materials used to create the entry shall not infringe any copyright, trademark, patent and other rights of any third party. In case of the above infringement, all disputes or legal liabilities arising therefrom shall be borne by the design unit; Any loss caused to the host unit shall be compensated by the design unit.

3.应征人应遵守国家的有关保密规定，妥善保管征集人提供的图纸资料，并保护其知识产权。未经征集人许可不得将图纸资料或设计成果向第三方转让或用于本项目外的其他项目。
