重点排污单位是指设区的市级地方人民政府生态环境主管部门根据行政区域内的环境承载力、环境质量改善要求和《重点排污单位名录管理规定（试行）》的筛选条件确定的污染物排放量较大、排放有毒有害污染物等具有较大环境风险的企事业单位。
上海市每年会在政府网站发布《上海市XX年重点排污单位名录》，包括水环境重点排污单位、大气环境重点排污单位、土壤环境污染重点监管单位和危险废物重点监管单位等。《名录》中的重点排污单位目前为水环境重点排污单位和大气环境重点排污单位。
Answer: Key pollutant discharge unit refers to a pollutant discharge unit that discharges large quantities of pollutants and/or discharge toxic or hazardous pollutants and had relatively large environmental risks, according to the environmental capacities, the requirements for environmental quality improvement and the List of the Stationary Pollution Source Pollutant Discharge Classified Management, which is managed by Municipal Bureau of Ecology and Environment.
In Shanghai, the Shanghai government releases list of key pollutant discharge unit list yearly on the official website. The list including water environment, atmospheric environment, soil environment and hazardous material key pollutant discharge units.
