外媒专访:中国不会将经济问题政治化,但威胁国家安全不行

编者按:近日,中国网络空间安全协会发文,建议对英特尔在华销售产品启动网络安全审查,系统排查其网络安全风险。就此,10月25日,中国人民大学重阳金融研究院王文接受今日俄罗斯电视台(RT)专访指出,中国并没有打算将中美经济问题政治化,但是任何有威胁国家安全的可能性都要被一一排除。

主持人:现在连线的是中国人民大学重阳金融研究院院长王文。王教授,很高兴您能参加我们的节目。中国政府对英特尔产品的调查情况如何?这对这家科技巨头而言有多严重?

王文:据中国国家安全部的消息,一些外国高科技公司伪装人工智能驾驶技术对中国进行非法测绘,目前有19家公司被纳入排查之列。你刚才讲的中国网络空间安全协会也特别提到了英特尔。我觉得,这是例行的、正常的网络安全自我检查,希望能够更好地捍卫中国的网络安全。

主持人:那么英特尔为什么要监视中国呢?谁会从这些信息中受益?

王文:对于多数中国人而言,美国对中国的间谍行为已是公开的秘密,CIA公开招募会中文的间谍。而许多研究报告也显示,中国是受网络攻击和情报探视最严重的国家之一。

中美之间的竞争不只是在军事、经济、贸易、科技、金融层面,也在情报和间谍层面。目前,中国不再像过去那么信任美国,而是采取了必要的国家安全防范措施。我认为,中国在科技安全问题上的防间谍政策还会继续下去。

主持人:去年,美国芯片制造商美光科技(Micron Technology)也被指控存在安全风险。现在这些安全问题再次被指出,为什么这些公司不采取措施解决这个问题?

王文:我还以英特尔公司为例。英特尔公司在全球每年的500多亿美元,其中约30%来自中国市场。应该说,中国是英特尔在全世界最大的海外市场,这些外企当然不愿意失去这个市场。对于中国来讲,我们也不得不说,这些外企对中国科技发展也做过重要贡献。中国并没有打算将中美经济问题政治化,我们希望外国企业更多地留在中国但是,对于网络安全的监管和信息的监督是不会放轻松的,任何有威胁国家安全的可能性都要被一一排除。

主持人:至于对英特尔的影响,据报道该公司去年540亿美元的收入中有超过四分之一来自中国。您认为此次事态的发展可能会对英特尔在中国市场以及全球市场产生怎样的影响?

王文:正如我所说,现在中国是英特尔世界上最大的海外市场,他们当然不想失去这个市场。近年来,英特尔受到网络安全的质疑。过去十个月,英特尔股价已下跌约50%。可见,当前其公司正面临着巨大的挑战,所以我认为他们必须确保网络的安全。

Compere: Joining me now is Wang Wen, Dean of Renmin University’s Chongyang Institute for Financial studies. Dr. Wang, good to have you on the program with us.What does the Chinese authority investigation of Intel products look like? And how serious is it for the tech giant?

Wang Wen: Actually, I think according to the Chinese Ministry of National Security, some foreign high-tech companies are illegally surveying and mapping China by disguising their AI driving technology. 

Currently, 19 companies have been included in the investigation, and as you just mentioned, the China Cyberspace Security Association also specifically mentioned Intel.

I think this is a routine and normal self-examination of network security, hoping to better defend China's network security. 

Compere: So why would Intel be spying on Chinese people? Who benefits from that kind of information?

Wang Wen: For most Chinese people, it’s the United States, the US spying on China is an open secret.The CIA is publicly recruiting spies who speak Chinese. And many research reports also show that China is one of the countries most severely affected by cyber-attacks and intelligence visits.

The competition between China and the US is not only in military, economic, trade, technology, and financial aspects,but also in intelligence and spying. At present, China no longer trusts the US as China did in the past, but has taken necessary national security precautions. I believe that China's anti-spy policy on technology security issues will continue.

Compere: Last year, American chipmaker Micron Technology was accused of security risks as well. Now given how these security concerns are being raised time again. Why aren't the companies taking steps to resolve the problem?

Wang Wen: Of course, for example, the Intel. Intel generates over $50 billion annually worldwide, of which about 30% comes from the Chinese market. We can say that China is Intel's largest overseas market in the world. For those foreign companies, of course they don’t want to lose this market.

But for ourselves, for China, we also have to say that those foreign companies have made important contribution to the development of Chinese technology. China has no intention of politicalizing the commercial issues between China and the United States, We hope that more foreign companies could stay in China.

But, the regulation of network security and information supervision will not be relaxed, and any possibility of threatening national security must be ruled out one by one.

Compere: As far as the impact on intel, it's reported the company made more than 1/4 of its $54 billion revenue from China last year. So how do you think this unfolding situation is likely to affect intel in the Chinese market as well as worldwide?

Wang Wen: As I said that nowadays China was Intel’s largest overseas market in the world. They certainly don’t want to lose this market.

In recent years, Intel has been questioned about network security. In the past ten months, Intel's stock market has fallen by about 50%, indicating that the company is currently facing huge challenges. I think they have to ensure security of the network.
